History
In the spirit of
international fellowship and goodwill in the 1950’s, President Dwight
Eisenhower created Sister Cities International, an organization dedicated to
fostering links between communities around the globe.
The Los Angeles-Bordeaux
Sister City Association (LABSCA) was born when, in 1964, a formal affiliation
was established between the cities of Los Angeles, California and Bordeaux, the
capital of southwest France. The
organization was active for several decades until interest declined in the early 1990’s.

After several years of
inactivity, the Los Angeles-Bordeaux Sister City Association was re-born under
the vibrant leadership of Alan and Michelle Heilpern. An emergency physician who
trained in France, Alan and his wife are Francophiles.
A group of high level civic and business leaders,
including representatives of the City of Los Angeles, traveled to Bordeaux to
re-energize the relationship between the two cities, laying the groundwork to
advance business, economic development, and cultural exchange.
